ELECTRIC SCOOTERS: FROM 1 JANUARY 2020 EQUAL TO ELECTRIC BICYCLES

With the publication in the Official Gazette of Law 27 December 2019 n.160, the circulation of electric scooters  – as defined by the decree of the Minister of Infrastructure and Transport of 4 June 2019 – is liberalized and regulated by making these means equal to velocipedes (Art.75), according to the provisions of the Highway Code for pedal-assisted electric bicycles.

So what are the limitations?

  • the vehicles must have a maximum speed of 20 km/h and a engine power  not exceeding 500 watts,
  •  circulation is permitted only in urban areas, in pedestrian areas at speeds below 6 km/h, on cycle paths or on roads with a speed limit of 30 km/h,
  • the vehicles must be CE marked and be equipped with lights and buzzer.

Equating them to velocipedes and not to mopeds, neither a driving license (even for minors) nor a helmet are required, as is an insurance policy on the vehicle. The transport of passengers and towing remains prohibited.

For other electric vehicles such as hoverboards and monowheels, however, the experimentation of micromobility envisaged by Toninelli Decree.
